摘要
目的 了解2016年—2021年宁夏地区卫生资源配置公平性情况,为优化宁夏卫生资源配置提供依据.方法 运用泰尔指数、基尼系数从地理和人口角度对宁夏2016年—2021年卫生资源配置的公平性进行剖析.结果 2016年—2021年宁夏各类卫生资源按人口分布的基尼系数均低于0.3,按地理分布的基尼系数均位于0.4以上,且在0.4以上波动;按人口分布的泰尔指数低于按地理分布的泰尔指数;按人口分布的卫生人力资源的区域内泰尔指数贡献率均大于区域间泰尔指数贡献率,按地理分布的卫生物力资源的区域内泰尔指数贡献率均大于区域间泰尔指数贡献率.结论 2016年—2021年宁夏卫生资源总量呈持续增加趋势;各类卫生资源配置人口公平性优于地理公平性,但区域内资源配置不均衡;地区间卫生人力资源配置公平性需改善.
Abstract
Objective To investigate the equity in health resource allocation in Ningxia Hui Autonomous Region from 2016 to 2021,with an attempt to provide a basis for optimizing the allocation of health resources in Ningxia.Methods The equity in health resource allocation in Ningxia from 2016 to 2021 was analyzed from the perspectives of geography and population using the Theil index and Gini coefficient.Results From 2016 to 2021,the Gini coefficient of all types of health resources in Ningxia was lower than 0.3 by population and fluctuated above 0.4 by geographical distribution.The Theil index by population was lower than that by geography.The contribution rate of the intra-regional Theil index of the human resources for health by either population or geographical distribution was greater than that of the inter-regional Theil index.Conclusions From 2016 to 2021,the total health resources in Ningxia showed a continuous increasing trend.The equity in the allocation of various health resources by population is higher than that by geographical distribution.However,the resource allocation is uneven within the region,and the equity among different regions needs to be improved.
