Objective In the context of promoting the Healthy China strategy,this paper analyzes the use of e-cigarette regulatory policy tools in China from November 2017 to October 2022 from the perspective of policy tools,so as to provide reference for the adjustment and optimization of subsequent e-cigarette policies.Methods A two-dimensional analysis framework composed of policy tools and e-cigarette industry was constructed.Quantitative analysis was used to summarize the e-cigarette supervision policies in China,and the NVivo 11 software was used to code and sort out the policy texts and analyze the content.Results A total of 29 national e-cigarette regulatory policy documents were included,with a total of 530 codes,of which 54.53%were environment-based policy tools,28.49%were demand-based policy tools,and 16.98%were supply-based policy tools.From the perspective of the e-cigarette industry,e-cigarette manufacturers were mentioned most frequently in policy tools,followed by e-cigarette wholesale companies,with e-cigarette retailers being the lowest.Conclusion With an adequate understanding of the advantages of policy tools,the policy allocation should be optimized to improve the overall structural balance of policy tools.While appropriately reducing environment-based policy tools,we should pay attention to the role of assessment mechanisms,increase the use of demand-based policy tools(e.g.,demonstration projects and science popularization),and increase the adoption of supply-oriented policy tools(e.g.,infrastructure construction,technical standards,and capital investment).In the premise of maintaining the population health,policies may also be developed to promote the sustainable development of the e-cigarette industry.
