摘要
目的 对中外医院绩效管理进行比较分析,以期为我国医院绩效管理提供借鉴与参考.方法 利用NVivo软件对CNKI、Web of Science数据库中国内外医院绩效管理相关文献分别进行内容质性比较分析.结果 从"需求面-供给面-政策面"3个维度以及"宏观-中观-微观"3个层面分析我国与国外医院在绩效管理上的差异,发现国内外医院在绩效指标拟定、过程管理、外部评价、信息化程度、绩效工具应用等方面存在差异.结论 我国医院绩效管理要关注患者的需求,适应卫生政策的变化,营造重视患者体验的绩效管理文化,完善以国考为导向的绩效评价体系,构建整合医院、科室和员工的绩效激励体系,不断推动公立医院绩效管理高质量发展.
Abstract
Objective To compare and analyze the hospital performance management modes between Chinese and foreign hospitals,in an attempt to provide reference for hospital performance management in China.Methods Articles on hospital performance management modes in China and abroad were searched in China National Knowledge Infrastructure(CNKI)and Web of Science databases,and qualitative comparison was performed using the NVivo software.Results Analyses from three dimensions(i.e.,demand side,supply side and policy side)and at three levels(macroscopic,mesoscopic,and microscopic)revealed that the domestic and foreign hospitals had different performance management modes in terms of development of performance indicators,process management,external evaluation,informatization degree and use of performance tools.Conclusion China's hospital performance management should prioritize patient needs,adapt to changes in health policies,and cultivate a performance management cultures that value patient experience.The performance evaluation system should be oriented towards national standards,and a performance incentive system should be established that integrates hospitals,departments and employees.These measures will promote the high-quality development of public hospital performance management.
