论医疗信息化背景下患者信息权与保护

摘要
随着医疗卫生事业信息化建设的不断发展,患者个人信息被泄露的风险越来越大,当患者信息权受到侵犯时,会扰乱正常的医疗秩序和社会秩序,使医患关系更加紧张.因此,医疗机构作为医疗服务的提供者,应当全力保障患者的个人信息不受侵犯和不被泄露.文章通过明确患者信息权的概念,从医疗机构的角度针对患者信息权受到侵犯的情形提出了相应的保护措施,以切实保护好患者的个人信息不受非法侵害,从而促进医患关系和谐发展,共同维护良好的医疗秩序和社会秩序.
Abstract
The potential for breaches of patient privacy and the unauthorized disclosure of personal health information is on the rise with the informatization of healthcare sectors.The infringement of patients'rights to privacy and control over their health information can have a detrimental impact on both the medical and social orders,thereby exacerbating strain within the doctor-patient relationship.Medical institutions,as the primary providers of healthcare services,should prioritize the safeguarding of patients'personal information against unauthorized access and disclosure.This article delineates the concept of patients'information rights and offers a set of protective measures that medical institutions can implement to address instances of rights violations.These measures aim to securely shield patients'personal information from illegal infringements,thereby fostering a more harmonious doctor-patient dynamic and upholding a culture of respect for privacy that is essential to the integrity of both medical and social orders.
