摘要
目的 通过调查分析福建省二级以上非中医类公立医疗机构中医科设置与发展现状,提出改善福建省非中医类公立医疗机构中医药服务能力的建议.方法 采用实地调研法、深度访谈法与数据分析法,对省内非中医类公立医疗机构进行调研与分析.结果 福建省内二级以上非中医类公立医疗机构中医药科室可持续发展不受重视,人才队伍质量有待提升,传承和创新发展中医药的能力薄弱,中医药医保政策有所制约,中药制剂生产受限.结论 福建省对于二级以上非中医类公立医疗机构,应完善机制,加强政策保障,加大扶持,提升中医药基础建设;加强培养与培训,壮大中医药人才队伍,提升中医药管理能力.
Abstract
Objective To investigate the status quo and developmental trends of Traditional Chinese Medicine(TCM)departments within secondary and tertiary non-TCM public hospitals in Fujian province,aiming to strengthen the capacity-building of TCM services in non-TCM public hospitals.Methods A mixed-methods approach,including field research,in-depth interviews,and data analysis,was employed to examine the setup of TCM departments in non-TCM public medical institutions across the province.Results The sustainable development of TCM departments in secondary and tertiary non-TCM public hospitals in Fujian province has not received sufficient attention in terms of talent training,inheritance and innovations in TCM,restrictive TCM medical insurance policies,and restrictions in the production of TCM preparations.Conclusion TCM capacity-building in secondary or tertiary non-TCM public hospitals in Fujian province should be strengthened by favorable operational mechanisms and policies.In addition,TCM talent training should be enhanced to expand talent team and enhance TCM management.
