中药类科技成果转化相关问题对策研究

摘要
合理的转化模式和完善的体制机制是科技成果向现实生产力飞跃的重要保障.对我国中药类科技成果转化现状及问题进行分析并在此基础上提出加强中药类科技成果转化的对策建议.研究发现,中药类科技成果转化率低,存在成果产权归属不清晰、转化供需双方沟通不畅、缺少临床安全性数据、缺乏科学指导而影响转化实效等问题,据此,提出了利用成果评估方法合理界定成果产权归属,积极搭建成果转化通道助力加速转化,建立科学完善的利益分配和风险管控机制,加速改善科技成果转化的内外部环境,加强对中药类成果的产权保护和成果转化意识等对策建议.
Abstract
A rational transformation model and a robust systemic mechanism are crucial to bridging the gap between scientific and technological achievements and actual productive forces.This article assesses the current status and challenges in the transformation of Traditional Chinese Medicine(TCM)-related scientific breakthroughs into practical applications in China and proposes targeted measures.It has been found that the transformation rate of TCM scientific and technological achievements is low,and the transformation faces several challenges including ownership ambiguity,poor communication between supply and demand sides,and lack of clinical safety data,and scientific guidance.Solutions and strategies were proposed,including defining the ownership of achievement property rights by achievement evaluation methods,establishing channels/platforms to facilitate achievement transformation,creating scientific and comprehensive mechanisms for benefit distribution and risk control,optimizing the internal and external environments for achievement transformation,enhancing the protection of property rights for TCM achievements,and raising the awareness of achievement transformation.
