摘要

目的 对"十三五"以来四川省医疗卫生服务体系建设的政策文本进行量化分析,为相关政策的持续完善提供参考.方法 从政策工具视角出发,构建二维分析框架,划分分析模块,进行编码分类,展开政策文本量化分析.结果 收集四川省医疗卫生服务体系建设有关政策文件104份.从两个维度来看,X维度政策工具总体和内部结构不均衡,环境型政策工具占比最高(55.20％),其次是供给型政策工具(37.15％),最后为需求型政策工具(7.65％);Y维度5大政策举措的使用存在明显差异,治理科学化占比最高,管理精细化占比最低.结论 建议调整3大基本政策工具结构,优化各个政策工具内部组合,提升5大政策举措的协同作用.

Abstract

Objective To conduct a quantitative textual analysis of the policies on the development of the medical and health service systems in Sichuan Province since the 13th Five-Year Plan period,thus providing evidence for the ongoing refinement and enhancement of these policies.Methods From the perspective of policy tools,the quantitative analysis of policy texts was carried out by constructing a two-dimensional analysis framework,dividing analysis modules,coding,and classification.Results Totally 104 policy documents pertinent to the establishment of the medical and health service systems in Sichuan Province were retrieved.From the perspective of the two dimensions,the overall and internal structures of the X-dimension policy tools were unbalanced,with the environment-based policy tools accounting for the highest proportion(55.20％),followed by supply-oriented policy tools(37.15％),and finally demand-oriented policy tools(7.65％).There were obvious differences in the use of the five major policy measures in the Y dimension,with the highest proportion of scientific governance and the lowest proportion of refined management.Conclusion Reconfiguration of the three fundamental policy tools and optimization of their internal structures may intensify the synergistic effects among the five core policy measures pertaining to the medical and health service systems in Sichuan Province.
