摘要
目的 分析安徽省中医类医疗机构资源配置的公平性,为安徽省中医类医疗机构资源的均衡与稳健发展提供科学依据.方法 运用泰尔指数、集中指数和集中曲线评价安徽省中医类医疗机构资源配置的公平性.结果 2018年-2022年期间,安徽省中医类医疗机构资源的人口配置总体泰尔指数介于0.000 4～0.179 5之间,地理配置总体泰尔指数介于0.027 1～0.202 2之间.总体而言,无论是人口配置还是地理配置,区域内泰尔指数均高于区域间.集中指数介于-0.206 2～0.148 4之间,集中曲线大多倾向公平线分布.结论 安徽省中医类医疗机构资源在人口配置上的公平性相对更高.公平性不足主要体现在区域内,在经济发展水平不同的地区存在不同的分布倾向.因此,需合理配置中医类医疗机构资源,优化服务结构,并因地制宜制定中医类医疗机构资源投入政策.
Abstract
Objective To assess the equity of resource allocation among Traditional Chinese Medicine(TCM)institutions in Anhui Province,aiming to provide scientific evidence for the balanced and steady development of TCM healthcare services in this province.Methods The equity of resource allocation among TCM medical institutions in Anhui Province was assessed using the Theil index,concentration index,and concentration curves.Results From 2018 to 2022,the Theil index ranged from 0.000 4 to 0.179 5 in the population dimension and from 0.027 1 to 0.202 2 in the geographic dimension for the medical institutions in Anhui Province.Overall,the Theil index for intraregional allocation was higher than that for interregional allocation in both the population and geographic dimensions.The concentration index varied from-0.206 2 to 0.148 4,with most concentration curves tending to approximate an equity line distribution.Conclusion The equity of resource allocation by population distribution is higher than that by geographical allocation for TCM medical institutions in Anhui Province.Inequities in resource distribution are mainly seen at the regional level,with varying distribution patterns across regions differing in economic development.Thus,it is crucial to allocate TCM institutions resources rationally,optimize service configurations,and formulate region-specific investment policies for TCM institutions.
