摘要

社会组织参与重大突发公共卫生事件协同治理是其参与社会治理的重要体现.以协同治理为研究视角,结合SFIC模型,从起始条件、催化领导、制度设计和协同过程4个维度,对提升社会组织参与重大突发公共卫生事件协同治理的效率以及发挥其积极作用进行分析,并从激励机制、催化机制、保障机制和沟通机制4个方面探讨社会组织参与公共卫生事件策略,以期为重大突发公共卫生事件发生时社会组织参与协同治理提供参考.

Abstract

Social organization's involvement in the collaborative governance of major public health emergencies is key to their engagement in broader social governance.Based on the SFIC collaborative model,this paper examines how social organizations participate in public health emergency governance and exert their positive roles in terms of staring conditions(S),facilitative leadership(F),institutional design(I),and collaborative process(C).Four mechanisms for the participation include incentives,catalysts,guarantees,and communication,which will enable the social organizations to be involved in the collaborative governance of major public health emergencies.
