北美地区大麻合法化对我国禁毒工作的影响及对策研究

摘要
大麻被称作"穷人的毒品",是世界上滥用最为严重的毒品.大麻问题已经成为全球问题之一,而部分国家为了减少大麻犯罪及滥用,开始逐步推进大麻合法化进程,尤以美国为首的北美地区的大麻合法化对其他国家影响最深.在西方的多角度渗透下,我国也无法置身事外,禁毒工作也受到不同程度的影响.在"预防为主,综合治理,禁种、禁制、禁贩、禁吸并举"禁毒方针指导下,要高度重视禁麻工作,全面构建禁麻工作体系,提升禁毒工作成效,坚决避免大麻合法化带来的不良影响,切实维护社会治安秩序,保护人民身体健康.
Abstract
Cannabis has been called the"poor man's drug"and is the most abused drug in the world.Cannabis has become one of the global issues,and some countries in order to reduce the crime and abuse of cannabis,began to gradually promote the process of cannabis legalization,especially in North America led by the United States of America,the most profound impact on other countries.Under the multi-angle infiltration of the West,our country can not stay out of it,and the drug control work has also been affected to varying degrees.Under the guidance of the drug control policy of"prevention first,comprehensive treatment,banning seed,banning manufacture,banning trafficking,and banning smoking simultaneously",we should attach great importance to the prohibition of cannabis,comprehensively build the prohibition system,improve the effectiveness of drug control work,resolutely avoid the adverse effects brought about by the legalization of cannabis,effectively maintain social security and order,and protect people's health.
