摘要
目的 优化医院药学科研绩效评价体系.方法 利用焦点循环管理(FOCUS-PDCA)法改进某三级甲等医院药学科研绩效评价体系质量,以FOCUS程序确定药学学科能力建设不足的原因,以PDCA循环落实体系的构建与过程优化.比较改进前(2017 年至2019 年)和改进后(2020 年至 2021 年)的药学科研绩效水平.结果 与改进前比较,医院改进后的年均科研项目申报、科研课题立项、获得资助经费总额、学术论文发表及成果(奖项)荣誉数分别增加 32.50 项、18.17 项、31.65 万元、2.67 篇、1 项;药学人员综合能力自评分由(35.00±2.65)分升至(46.67±1.49)分(P<0.05).结论 FOCUS-PDCA法用于医院药学科研绩效评价体系质量改进,可从运行机制上促使学科建设工作更科学、合理,从实施过程中客观评估学科建设工作的现状和不足,提高人员的积极性与创造性,推动医院药学学科与药学服务体系建设协同发展.
Abstract
Objective To optimize the hospital pharmacy research performance evaluation system.Methods The Find Organize Clarify Understand Select-Plan Do Check Act(FOCUS-PDCA)method was used to improve the quality of the pharmacy research performance evaluation system in a grade-A tertiary hospital.The FOCUS procedure was used to obtain the reasons for insufficient pharmaceutical discipline capacity building,and the PDCA cycle was used to implement the system construction and process optimization.The pharmacy research performance levels before improvement(from 2017 to 2019)and after improvement(from 2020 to 2021)were compared.Results Compared with those before improvement,the annual research project applications,research project approvals,total fundings,published academic papers,achievement(award)after improvement in the hospital increased by 32.50 applications,18.17 approvals,CNY 316 500,2.67 papers and one achievement(award),respectively;the self-rating comprehensive ability score of pharmaceutical personnel increased from(35.00±2.65)points to(46.67±1.49)points(P<0.05).Conclusion The application of FOCUS-PDCA method for improving the quality of hospital pharmacy research performance evaluation system can improve the scientificity and rationality of discipline construction from the perspective of operating mechanism,objectively evaluate the current status and shortcomings of discipline construction from the implementation process,improve the enthusiasm and creativity of personnel,and promote the coordinated development of construction of hospital pharmacy discipline and pharmaceutical care system.
