Implementation Effect and Problems of the Sixth Batch of the National Centralized Drug-Procurement Program(Insulin Special)in a Grade A Tertiary Hospital
Objective To investigate the implementation effect of the Sixth Batch of the National Centralized Drug-Procurement(NCDP)Program(Insulin Special)in a grade A tertiary hospital,and to provide a reference for the NCDP policy adjustment of other biological drugs in the later period.Methods The insulin usage-related data during the insulin centralized procurement period(from June 2022 to May 2023,after the NCDP)and the same period before centralized procurement(from June 2021 to May 2022,before the NCDP)were extracted from the hospital information system of a grade A tertiary hospital.The changes in insulin type,unit price,clinical dosage,defined daily doses(DDDs),and defined daily cost(DDC)before and after the NCDP were compared to calculate the cost savings of medical insurance funds after the implementation of the NCDP of insulin in the hospital.Results After the NCDP,the number of domestic insulin product specifications in the hospital increased from 8 to 15,and the sales volume increased from 52 561 injections to 88 098 injections.The price of insulin decreased significantly,with an average decrease of 46.68%.The DDDs of Insulin Glutinale Injection and Protamine Human Insulin Mixed Injection(30R)increased significantly,with an increase of 33.12%and 30.21%,respectively,while the DDDs of Protamine Human Insulin Injection and Insulin Aspartate 30 Injection(pen refill)decreased significantly,with a decrease of 34.31%and 24.25%respectively.One year after the implementation of the NCDP of insulin,the hospital saved CNY 5.562 5 million in medical insurance funds.Conclusion The implementation of the NCDP policy of insulin has effectively reduced the economic burden of patients with diabetes and realized the effective use of medical insurance funds.
