Effect of National-Centralized Drug Procurement and National Medical-Insurance Negotiation Policies on Public Medical Institutions and Social Pharmacies
Objective To investigate the effect of national-centralized drug procurement(NCDP)and national medical-insurance negotiation policies on the public medical institutions and social pharmacies.Methods The effects of two policies on the drug costs and medical insurance fund expenditure of public medical institutions and social pharmacies and the problems were summarized,as well as the effects of two policies on the procurement channels and comprehensive capabilities of social pharmacies.Results For public medical institutions,drug costs,medical insurance fund expenditure and patients' medication burden significantly decreased during the implementation of the two policies;while there were some problems such as deviations in the supply and demand of NCDP drugs and obvious differences in the implementation of national medical-insurance negotiation policy in different provinces.For social pharmacies,the NCDP policy could expand their procurement channels,national medical-insurance negotiation policy could improve their management capabilities and promote the quantification and grading of their management.Conclusion Establishing a control mechanism,constructing a centralized procurement management platform,expanding the coverage of centralized procurement,promoting the implementation of ″dual channel″ management,strengthening the multi-link supervision and management can promote patients to obtain the safe,effective and low-cost drugs that are centrally procured by the state and negotiated by the national medical insurance departments in the public medical institutions and social pharmacies.
