Investigation of the Governance Status of Public Hospitals in Beijing
Objective To investigate the governance status of public hospitals in Beijing in order to provide evidence to promote the policy development of the corporatization of public hospitals.Methods A questionnaire was designed based on the research framework.High level managers in 51 hospitals were drawn out from hospitals with more than 500 beds and county level integrative hospitals in Beijing.Results Public hospitals have higher level decision rights and residual claims,but lower level of market exposure and accountability.The social function of public hospitals was unclearly defined with insufficient financial support.Conclusion The incentive mechanism and supervise mechanism are mismatched under the actual governance structure of public hospitals which may be the key reason for the commonweal lackness.
