我国公立医院改革国家层面政策分析

摘要
自2009年《中共中央国务院关于深化医药卫生体制改革的意见》颁布实施以来,国家出台了一系列政策以推进公立医院改革.系统地检索和整理了公立医院改革试点至今国家层面颁布的相关政策,并对改革目标、政策发布部门、发布时间等进行分析.研究发现:公立医院改革顶层设计不够清晰,深层次体制机制问题较少触及;改革涉及多个部门、多个系统;改革尚未形成协同趋势,缺乏整体性.因此,需要政府多部门间统筹合作,不断优化、完善政策体系,确保公立医院改革稳步、持续推进.
Abstract
Since the implementation of "The Opinions of Deepening the Medical System of CPC and the State Council",a series of policies are introduced by China to promote public hospital reform.The paper has searched the national level policies since the pilot reform of public hospital,and analyzed reform objective,release department and release time.The study finds that top-level design of the policies is not clear,deep-seated institutional mechanisms are fewer touched,and the reform involves multiple departments and multiple systems.The reform has not yet formed cooperative trend and lack of integrity.Therefore,the public hospital reform needs cooperate among different government departments and optimizes the policy system constantly to ensure the reform sustainable advancing.
