摘要
完善公立医院运行新机制是推动公立医院综合改革和现代医院管理制度建设的重要任务.基于政策沿革、历史演变和现实需求的我国公立医院运行新机制建设时代背景,剖析了公立医院运行中医疗资源配置失衡、片面追求经济收益、投入产出效益低和人员积极性不高等问题,提出要在尊重行业特点、坚持政府主导和完善市场调控的基本原则上应把握的关键路径和主要抓手,以完善公立医院运行新机制建设.
Abstract
Improving the construction of new mechanisms for the operation of public hospitals is an important task in promoting the comprehensive reform of public hospitals and the construction of modern hospital management systems.It analyzes the background of constructing new operational mechanisms based on policy evolution,histori-cal evolution,and practical needs,and analyzes the problems of imbalanced management resource allocation struc-ture,one-sided pursuit of economic benefits,low input-output efficiency,and low personnel enthusiasm in hospital operation.It proposes to grasp the key path and main measures to improve the construction of new operating mecha-nisms for public hospitals while respecting industry characteristics,adhering to government leadership,and improving market regulation.
