Data collection were conducted by literature research method and expert consultation.The SWOT-PEST model was utilized to sort out the strengths,weaknesses,opportunities,and threats,which faced by the current county medical community emergency care system in terms of political,economic,social and tech-nological factors.It found that the construction of emergency care system of county medical community should ad-here to the goal-oriented,problem-oriented and innovation-driven.It should accelerate the construction of the sys-tem with systematic planning,make up for the shortcomings and weaknesses with precise measures,and pro-mote high-quality development with scientific and technological empowerment.
