Building a standardised,safe and convenient non-emergency medical transfer system is of great sig-nificance in supplementing the demand for medical-related transfer and improving Chinese medical-related transfer system.Due to the limited supply of ambulances and increasing market demand,the high-quality development of non-emergency medical transport still faces a number of problems that need to be resolved.Among them,the end-less emergence of illegal operation of ambulances is a major problem for the standardization of non-emergency transfer services,which seriously disrupts the normal medical order,infringes on the life safety and legitimate interests of the people,and even gives rise to the illegal monopoly of the market by individual black ambulance groups.It will investigate the current situation of black ambulance in a city,and analyse the reasons why it is difficult to rectify,in order to put forward corresponding management countermeasures.
