摘要
首都医科大学附属北京朝阳医院以问题为导向,通过落实一岗双责、压实党政领导干部主体责任,在组织管理层实现党建与业务有机融合;通过强化系统思维、构建现代医院治理体系,在制度体系层实现有机融合;坚持党政同向发力,提高医院综合服务品质,在行为层实现有机融合;通过重视思想交融、以严格的政治标准引领医院文化建设,在文化层实现有机融合.经过系统性的组织变革,探究一条公立医院党建与业务有机融合的新思路,初步形成一种富有创新活力和成果效能的工作新机制.
Abstract
Affiliated Beijing Chaoyang Hospital of Capital Medical University focus on problem solving.By applying the dual responsibility for one position system and compacting the main responsibility of party and government leaders,the hospital aims to achieve organic integration of party building and business organic integration of party building and businessat the organizational management level.By emphasizing on adopting systematic thinking method and establishing modernized hospital management systems,the hospital aims to achieve integration at the institutional system level.Adhering to the joint efforts of the party building and administrative work and focusing on improving comprehensive service quality,the hospital aims to achieve integration at the behavioral level.By valuing ideological integration and guiding hospital cultural construction with strict political standards,the hospital aims to achieve integration at the cultural level.Through systematic organizational reformation,a new approach to the organismic integration of party building and business in public hospitals has been explored,and a new mechanism with innovative vitality and effective results has been initially formed.
