新质生产力视角下公立医院拔尖创新人才治理机制研究

拔尖创新人才是公立医院发展的核心驱动力。当前,公立医院人才制度趋同、重引轻培、流动不畅等问题突出,急需在新质生产力视角下重塑公立医院拔尖创新人才治理机制。结合公立医院新质劳动者的基本特征,分析拔尖创新人才培养、引进、使用和合理流动机制,并从人才兴院、激励措施、知识更新和信息化视角4个层面提出公立医院拔尖创新人才治理策略,为公立医院高质量发展提供有力的基础保障。
Research on the Governance Mechanism of Top-Notch Innovative Talents in Public Hospitals from the Perspective of New Quality Productivity
Top-notch innovative talents are the core driving force for the development of public hospitals.At present,there are prominent problems such as the institutional isomorphism,attach importance to the introduction of external talents and despise the cultivation of internal talents,and the poor flow of talent.It is urgent to reshape the governance mechanism of top-notch innovative talents in public hospitals from the perspective of new quality productivity.Combined with the basic characteristics of hospital new quality workers,it analyzes the training,introduction,use and reasonable flow mechanism of top-notch innovative talents,and puts forward the governance strategy of top-notch innovative talents in public hospitals from the perspectives of talent revival,incentive measures,knowledge renewal and informatization,to provide a strong basic guarantee for the high-quality and sustainable development of public hospitals.
