The impact of maritime economic development policies on the Green Total Factor Productivity in pilot regions
Against the backdrop of China's accelerated efforts to become a maritime powerhouse,a pressing issue that needs exploration is how to achieve high-quality regional economic development through maritime economic development policies. This study empirically investigates the impact of maritime economic development policies on the Green Total Factor Productivity(GTFP)of pilot regions, using data from 112 prefecture-level cities in China's coastal provinces from 2006 to 2020.The results show that maritime economic development policies significantly enhance GTFP,and this finding is robust across various model settings and considering endogeneity conditions.Mechanism tests reveal that pilot policies can improve GTFP through effects on technological innovation, industrial structure optimization, and talent agglomeration.Further heterogeneity tests indicate regional differences in the impact of pilot policies on GTFP,with cities in the northern marine economic circle, core cities, and regions with higher levels of innovation benefiting more from marine economic development policies in terms of regional GTFP improvement. This study provides direct evidence of the positive effects of maritime economic development policies on GTFP in pilot areas and offers valuable insights into how to deepen the maritime powerhouse strategy to better promote regional economic development.
