摘要
目的 对江苏省公立医院运行指标数据开展分析,以期为优化江苏省公立医院的医疗资源配置与管理提供参考.方法 运用数据包络分析(DEA)测算并分析2015-2022年江苏省分城市的二级及以上公立医院的运行效率.结果 2015-2019年江苏省公立医院的技术效率、规模效率及综合效率均为1,皆为DEA强有效,规模报酬不变;2020-2022年,除2021年的技术效率为1外,其他的技术效率、规模效率、综合效率分均小于1,3年间在规模与综合效率上均处于非有效状态.2015-2022年苏州市、镇江市、宿迁市3个城市规模报酬系数均为1,其他地区有规模递增或者递减的波动.结论 江苏省公立医院运行效率存在时间与地区差异,发展不均衡,多市公立医院医疗资源与规模配置仍有优化空间.
Abstract
Objective To analyze the operation index data of public hospitals in Jiangsu Province,in order to provide insights for optimizing resource allocation and management of medical resources in public hospitals in Jiangsu Province.Methods Data envelopment analysis(DEA)was employed to assess the operational efficiency of second-level and above public hospitals in sub-cities of Jiangsu from 2015 to 2022.Results From 2015 to 2019,the technical efficiency,scale efficiency and comprehen-sive efficiency of public hospitals in Jiangsu Province were all 1,indicating that DEA was strong and effective,while the return to scale remained unchanged.From 2020 to 2022,except for 2021,when the technical efficiency was 1,the scores of technical ef-ficiency,scale efficiency and comprehensive efficiency were less than 1,and in 3 years,the scale efficiency and comprehensive efficiency were not effective.Notably,Suzhou,Zhenjiang,and Suqian maintained a scale compensation coefficient of 1 from 2015 to 2022,while other areas experienced fluctuations in scale compensation.Conclusion The operational efficiency of public hospitals in Jiangsu Province varies over time and across regions,indicating uneven development.There is still room for optimi-zing the allocation of medical resources and scale among public hospitals in many cities.
