北京地区基层医疗机构药物治疗管理服务门诊工作实施专家共识(2023)

药物治疗管理服务是医改后药师服务工作的主要内容之一，目前很多政策都鼓励医疗机构开展此项服务，但是关于如何实施该项服务尚无统一的指导规范。为推动和规范北京地区基层医疗机构开展药物治疗管理服务门诊，北京药师协会社区药事管理专业委员会等相关机构组织来自北京地区基层医疗机构的药学专家，通过专家焦点访谈的方式，参考国内外相关文献，对本地区基层医疗机构药物治疗管理服务门诊工作的实施细则进行讨论，形成《北京地区基层医疗机构药物治疗管理服务门诊工作实施专家共识》初稿。经过2轮德尔菲专家函询后，最终形成的共识从管理工作组组织架构与工作职责、设施设备、药学工作人员资质要求、服务对象、工作内容、质量评价体系构建、工作宣传引导与风险防控、专业技术支撑体系构建这8个方面对药物治疗管理服务门诊实施所需具备的条件及内容给予说明，为基层医疗机构开展此服务提供参考依据。
Expert consensus on the implementation of outpatient medication therapy management services in pri-mary medical and health care institutions in Beijing(2023)
Medication therapy management services(MTMs)is one of the main contents of pharmacist services after medical reforms.Currently many policies have encouraged medical institutions to carry out MTMs.However,there is no unified standard on implementations.For promoting the implementation of outpatient MTMs at primary medical institutions in Beijing,Commu-nity Pharmacy Management Professional Committee of Beijing Pharmacists Association has convened pharmaceutical experts from primary medical and health care institutions in Beijing to discuss the implementation rules of MTMs at local primary medical insti-tutions through expert focus interviews and references to the relevant domestic and foreign literature.And Expert Consensus on the Implementing of Outpatient Medication Therapy Management Services in Primary Medical Institutions in Beijing was drafted.After two rounds of Delphi expert consultations,a final consensus was finally reached.It explained the conditions and contents required for implementing MTMs at outpatient clinics through organizational structure and responsibilities of management work,facilities and equipment,pharmaceutical staff qualification requirements,service recipients,work content,quality evaluation sys-tem construction,work promotion guidance and risk prevention and professional technical support system.It provided practical ref-erences for primary medical and health care institutions to carry out MTMs.
