Construction of an evaluation system for the implementation of outpatient medication therapy manage-ment services in primary medical and health care institutions in Beijing:based upon delphi method and analytic hierarchy process
OBJECTIVE To promote the development of pharmaceutical services,improve the quality of pharmaceutical ser-vices and establish implementation evaluation system at primary medical and health care institutions in Beijing.METHODS The first draft of expert consensus on the implementation of outpatient medication therapy management service at primary medical and health care institutions in Beijing was formulated through literature searches and group discussions.And the contents of the first draft were modified through expert focus interviews.Base upon Delphi method,30 experts from 25 local primary medical and health care institutions were invited to conduct inquiries in the form of electronic questionnaires to modify and improve the consen-sus system framework.The first and second level items in the consensus were employed as the first and second level indicators of evaluation system and each indicator was weighted through analytic hierarchy process.RESULTS After 2 rounds of expert inqui-ries,the constructed evaluation system included 8 primary indicators and 22 secondary indicators.The first level indicators were,in an order of weight,organizational structure and responsibilities of management work,pharmaceutical staff qualification require-ments,professional technical support system construction,work content,quality evaluation system construction,service recipi-ents,work promotion guidance and risk prevention,and facilities&equipment.The consistency ratio of analytic hierarchy process judgment matrix was 0.048,indicating a high reliability of the results.CONCLUSION This study explores the construction of an evaluation system suitable for implementing outpatient medication therapy management services at primary medical and health-care institutions,providing practical refferences for developing outpatient medication therapy management services at primary medical and healthcare institutions and promoting high-quality development of pharmaceutical services.
