A Review of Studies on Language Policy and Planning in International Organizations

国际组织是全球治理的重要平台和参与者,其语言政策对国际社会交流和国家语言能力建设具有重要影响.本文以中国知网和Web of Science中关于国际组织语言政策研究的169篇文献为对象,结合文献统计和内容分析的方法,爬梳国内外相关研究的主题、理论基础、研究对象和研究方法.结果显示:(1)该领域理论构建不足,语言管理理论虽仍占主流,但国内相关研究开始向语言治理转向.(2)以文献分析为主要研究方法,量化研究和混合研究为辅,仍缺乏民族志研究.(3)国内外学界关注的国际组织愈加多样化,但对非政府间国际组织关注不足.(4)国内外研究主题日趋多样,一些特色话题涌现,包括中文在国际组织中的地位、国际组织语言选择的影响因素、国际组织语言规划的个体能动性等.最后,文章对国际组织语言政策研究的未来发展提出展望,以期为后续研究带来启示,加快该领域的发展.
International organizations(IOs)are important platforms and participants in global governance,and their language policies have a significant impact on international communication and the development of national language capabilities.Drawing on literature statistics and content analysis,this paper reviews 169 journal articles published in CNKI and Web of Science,and analyses their research themes,theoretical foun-dations,research objects,and research methods.The findings show that:1)Theoretical exploration in this field is insufficient.Although language management theory still dominates,domestic research begins to turn toward language governance.2)The existing research takes document analysis as the main research method,followed by quantitative research and mixed research.There is still a lack of ethnographic research.3)Re-search objects are increasingly diversified,but international non-governmental organizations have been paid insufficient attention.4)There are diverse research themes,with new topics emerging at home and abroad,including the status of Chinese in IOs,factors influencing language choices of IOs,and individual agency in language planning of IOs.This paper concludes with suggestions for possible directions for future research.
