Evolution and Rationale of International Chinese Language Education Policies in China:The Perspective of Agency and Structure
The development of international Chinese language education involves both top-down strategic planning and macro-level design,alongside diverse bottom-up participation and interaction.Based on policy text analysis,an examination of the evolution and rationale of international Chinese education policies in China from the perspective of agency and structure reveals that the policy evolution can be categorized into five phases:exploration,creation,standardization,adjustment,and upgrading.Two key driving forces throughout the evolution are the changes in structure and the agency of multi-layered and diverse policy ac-tors.Such structural factors as shifts in political dynamics,national strategies,socio-economic factors,and educational systems enable and constrain the evolution.Simultaneously,multi-layered and diverse policy ac-tors exert agency through mechanisms such as macro-level guidance,research collaboration,dialogue and ne-gotiation,and information feedback,thereby forging consensus and collectively propelling policy evolution.Future research could explore additional factors affecting policy evolution and employ diverse research meth-ods to delve deeper into the agency of policy actors at different layers,aiming for a more comprehensive un-derstanding of the complexity and diversity in the evolution of international Chinese education policies.
