试论中文国际传播能力

本文讨论中文国际传播能力的内涵、类型、构成、现状和提升策略.中文国际传播能力的高低受到传播吸力、传播推力和传播阻力的综合影响.传播吸力来自语言价值,包括经贸价值、科技价值、文化价值、人口数量、国际地位等五方面.传播推力是传播者的主动传播能力,包括传播规划能力、国际中文教育能力、科技加持能力、中文产品研发能力、中文传播者拓展转化能力等五方面.语言文化差异、国际政治经济形势、语言传播产生的反推力都可能阻碍语言传播的效果.提升中文国际传播能力,需重视中文传播吸力,增强中文价值;合理使用第一推力,激发第二推力和第三推力,最大限度减少阻力,将中文资源拥有者转化为中文传播者.特别要重视培育并支持本土的中文从业者,使中文国际传播有良好的当地土壤,根深叶茂.
International Communication Capability of the Chinese Language
This article focuses on the issue of the international communication capability of the Chinese lan-guage(ICCCL),discussing its definition,types,composition,current status,and strategies to enhance the capabilities.ICCCL is influenced by attractive forces,propelling forces and resistance forces.The attractive forces stem from the value of the Chinese language,including five categories:economic and trade value,technological value,cultural value of Chinese language,the Chinese-speaking population and international status of Chinese language.Propelling forces include capabilities in Chinese promotion planning,international Chinese language education,technological support,Chinese product development,and transformation of Chi-nese communicators.Language and cultural differences,counter-propelling forces and the international polit-ical and economic situation may all become obstacles to language promotion.To enhance the ICCCL,it is es-sential to focus on improving the attractive forces,strengthening Chinese values,using propelling forces rea-sonably,minimizing resistance forces,and special attention should be paid to cultivating and supporting local practitioners engaged in Chinese related professions.
