城市灾害事故应急能力评估指标体系构建研究

为开展基于应急管理全流程的城市灾害事故应急能力评估,进而衡量政府应急管理能力水平,基于《中华人民共和国突发事件应对法》和大量文献研究,构建包含应急管理4 阶段即预防与应急准备、监测与预警、应急处置与救援、恢复与重建的4 个一级指标、11 个二级指标和32 个三级指标的城市灾害事故应急能力评估指标体系;利用层次分析法确定各指标权重值,得出对提升应急能力至关重要的12 个关键指标;结合北京市实际情况,依据相关法律法规及标准细化三级指标内容,制定出北京市应急能力评估量表,使用该量表对北京市某区的应急能力进行评估,并根据评估结果提出改进措施.研究结果可为规范北京市应急能力评估工作以及提升特大型城市应急能力水平提供参考.
Research on construction of index system for emergency capability assessment of urban disasters and accidents
In order to carry out the assessment on the emergency capability of urban disasters and accidents based on the whole process of emergency management,and then measure the level of governmental emergency management capability,based on the Emergency Response Law of the People's Republic of China and a large number of literature research,an index system for the assessment on emergency capability of urban disasters and accidents was constructed,which included 4 first-level inde-xes:prevention and emergency preparedness,monitoring and early-warning,emergency disposal and rescue,recovery and re-construction,11 second-level indexes and 32 third-level indexes.Secondly,the analytic hierarchy process method was utilized to determine the weight of each index,and 12 key indexes being crucial to the improvement of emergency capability were de-rived.Finally,in light of the actual situation in Beijing,the contents of the three-level indexes were refined according to rele-vant laws,regulations and standards,and the assessment scale for the emergency capability of Beijing was developed.The scale was used to assess the emergency capability of a district in Beijing,and the improvement measures were proposed based on the assessment results.The research results provide a reference for standardizing the assessment on the emergency capabili-ty of Beijing,and also improving the level of emergency capability in mega-cities.
