应急信息赋能重大公共危机事件应急疏散研究

摘要
为了揭示应急信息赋能应急疏散的黑箱,降低公共卫生事件造成的财产损失和人员伤亡,运用防护性行为决策模型(PADM),基于风险感知和利益相关者感知视角,考虑时空环境调节作用,深入剖析应急信息对公众应急疏散的影响;基于系统动力学理论,结合公共危机事件情境中个体和群体2 种动态反馈性,建立应急信息作用下应急疏散系统动力学模型.研究结果表明:应急信息在疏散速度、疏散人数和疏散效率方面具有显著的赋能效果.研究结果有助于提高政府信息发布质量,可为提升应急疏散效率提供理论支持和方法借鉴.
Abstract
In order to reveal the black box of emergency information empowering emergency evacuation,and reduce the prop-erty losses and casualties caused by public health events,the influence of emergency information on the public emergency evacuation was deeply analyzed by using the PADM model based on the perspectives of risk perception and stakeholder per-ception with considering the role of space and time environment regulation.Based on the theory of system dynamics,a system dynamic model of emergency evacuation under the effect of emergency information was established by combining with the dy-namic feedback of individuals and groups.The results show that emergency information has a significant empowering effect in terms of evacuation speed,number of evacuees,and evacuation efficiency.The research results are helpful to improve the quality of government information release,and provide theoretical support and method reference for improving the efficiency of emergency evacuation.
