In order to make up for the loopholes in the organization's safety risk management and improve the performance of safety risk management on the railway tunnel construction in high altitude areas,the grounded theory was used to construct the safety risk management strategy framework of railway tunnel construction in high altitude area at the management level,then the configuration model of strategy selection was constructed through the fsQCA method,and the configuration effect of safety risk management ability and strategy on safety risk management performance was explored.The results show that 17 safety risk management strategies are identified through the analysis,which are divided into four categories based on the Reason model:"organization regulation strategy","safety supervision strategy","prerequisite guarantee strategy"and"behavior regulation strategy".In the case of strong decision-making ability,the managers need to focus their vigor and resources on"safety super-vision strategy","prerequisite guarantee strategy"and"behavior regulation strategy".In the case of weak decision-making ability,they need to pay attention to the implementation of all the safety risk management strategies.The research results can provide some reference for improving the decision-making efficiency of safety managers of high-altitude tunnels and ensuring the construction safety.
