Analysis and optimization of risk classification strategy for on-site supervision and inspection of vessels at smart wharfs
In order to expedite the high-quality construction of smart wharfs,develop new quality productive forces,and ad-dress the regulatory new risks arising from new maritime scenarios,starting from the two levels of theory and practice,the cur-rent on-site inspection mechanism of traditional wharfs and the innovation of local mechanism were sorted out. The co-occur-rence analysis was conducted combining with the law enforcement task data of a maritime safety administration,then the im-provement space of on-site inspection mechanism was refined,and a strategic framework for risk classification on the on-site inspection of vesselswas proposed. On the basis of adhering to the principle of reducing repeated inspection and improving in-spection efficiency,the countermeasures of strategy optimization were expounded,and the corresponding inspection schemes for vessels with different risk levels were formulated. The results show that there exists the optimization space in the current on-site inspection mechanism of traditional wharfs. The research results are helpful to establish a systematic and recurrently-improvablehierarchical inspection strategy framework,provide scientific decision-making support for maritime supervision of smart wharfs,and promote the optimization and innovation of maritime on-site supervision and inspection process.
