Ensuring both high-quality development and high-level security is a major innovative theory that has been gradually proposed by the Central Committee of the Communist Party of China with Xi Jinping as the core since the 18th National Congress,in response to the risks accumulated during China's rapid economic development by deeply grasping the dialectical unity between development and security.China has entered a period of development in which strategic opportunities,risks,and challenges coincide,and uncertainties and unforeseen factors increase on the new journey of building China into a modern socialist country in all respects.It is not only more necessary and urgent but also more feasible and realistic to better ensure both high-quality development and high-level security.In order to ensure both high-quality development and high-level security,it is necessary to establish and improve a mechanism for embedding development and security into each other,and a mechanism for combining normal scenarios with emergency circumstances and achieving overall integration and dynamic balance between development and security,which will ultimately enhance the mutual promotion,positive interaction and dynamic coordination of high-quality development and high-level security.
