摘要
基层社会治理共同体是当前社会治理相关问题研究的新兴视角,是我们党对社会治理规律认识深化的结果."人人有责、人人尽责、人人享有的社会治理共同体"的提出,既体现了我国社会治理实践驱动的逻辑,也标志着党以更高标准对基层治理实践的战略谋划.本文关注到西方传统政治哲学思想和中国情境下社会治理共同体的概念意义,对理论整合与发展进行深入挖掘,勾画形成了基层治理共同体的理论谱系.基于理论指导,本文从三个方面展现构建基层社会治理共同体的行动逻辑.首先,党的引领作用不仅是对现有制度体系的推动,更在于引导基层治理体系更好地服务人民;其次,多中心结构的重构凸显了从中心到边缘的权力消散,体现了更广泛的参与式民主决策模式;最后,数字赋能的引入实现了社会治理格局的创新,有效提升了治理效能.通过对基层社会治理共同体的内涵与行动逻辑进行深入研究,本文为构建更加民主、公正、有效的基层治理模式提供了理论支持与实践指导.
Abstract
Grassroots social governance community is an emerging perspective in the study of current social governance issues and is the deepening of the Communist Party of China's understanding of the laws of social governance.The proposal of"a community of social governance in which everyone is responsible,everyone fulfills their due obligations,and everyone enjoys the benefits"not only reflects the logic driven by China's social governance practice,but also marks the Communist Party of China's strategic planning of grassroots governance practices to higher standards.This article focuses on the conceptual significance of Western traditional political philosophical thought and the social governance community in the Chinese context,delving into the integration and development of theories,and outlining the theoretical lineage of the formation of grassroots governance communities.Based on the theoretical guidance,this article demonstrates the action logic of constructing the grassroots social governance community from three aspects.First,the leadership role of the Party is not only to promote the existing institutional system but also to guide the grassroots governance system to better serve the people.Second,the reconstruction of a multi-centered structure highlights the dispersion of power from the center to the periphery,embodying a more participatory democratic decision-making model.Finally,the introduction of digital empowerment achieves innovation in the pattern of social governance and effectively enhances the efficiency of governance.Through an in-depth study of the connotation and action logic of the grassroots social governance community,this paper provides theoretical support and practical guidance for the construction of a more democratic,just,and effective grassroots governance model.
