推动人口高质量发展是全面建设社会主义现代化国家的重要内容.从总量充裕、素质优良、结构优化、分布合理四个维度,科学理解人口高质量发展的主要意涵;从劳动力总量与人口红利、人力资本与人才红利、老龄人力资源与长寿红利、地域分布与资源配置红利四个方面,系统研判人口发展新态势中人口高质量发展的新势能.推动人口高质量发展,必须打破惯性思维,以联系的眼光认识并遵循人口发展规律,以"四个替换"发掘现有人口的积极因素、激发"人"的红利,以契合群众需求的生育支持体系明显降低育儿成本,重振人口发展和生育信心,抓住第二次人口机会窗口,在人口大变局中谋全局、谋新局、谋好局,以人口高质量发展支撑中国式现代化.
Promoting high-quality population development is the main goal and means of building a modern socialist country in an all-round way.This paper attempts to understand the scientific connotation of high-quality population development from the four dimensions of abundant population size,high population quality,optimized population structure and reasonable population distribution.It also systematically examines the new potential of high-quality population development in the new demographic development trend from the four dimensions of total labor force and demographic dividend,human capital and talent dividend,abundant human resources of older adults and longevity dividend,and geographical distribution of population and the efficiency of resource reallocation.To promote the high-quality population development,it is necessary to recognize and follow the laws of population development with the vision of connection,explore the positive factors of the existing population and stimulate the"human"dividend with the"four substitutions",and provide the public with a birth support systemthat meets their needs,so as to significantly reduce the multi-dimensional costs of childcare and reviveconfidence in population development and fertility.High-quality population development can help achieve the goals of promoting the balanced development of all demographic factors and the high-quality socioeconomic development,and then support Chinese-style modernization.
