Expand the Economic Cycle Chain by Developing the Silver Economy

摘要
发展银发经济是实施积极应对人口老龄化国家战略的重要产业抓手.通过增加涉老产品和服务的供给、扩大老年消费者的选择范围,既从供需两侧拓展经济循环链条,也有助于提高老年人口的福祉.可见,以产业政策促进银发经济发展,既是保障和改善民生的重要举措,也是应对中国经济面临诸多挑战的产业推动.发展银发经济的有效途径包括协调市场机制和产业政策的作用以及需求引导供给和供给创造需求.与此同时,要为银发经济发展创造良好的政策环境,包括在扩大社会福利、增加公共投资、实施产业补贴、规范产品和要素市场等方面更好发挥作用,以弥补消费能力和消费意愿的不足以及消费内容方面的短板.
Abstract
Developing silver economy is an important industrial starting point for implementing the national strategy of actively responding to population aging.By increasing the supply of elderly-related products and services and expanding the range of choices for elderly consumers,we can not only expand the economic circulation chain from both sides of supply and demand,but also improve the well-being of the elderly population.It can be seen that promoting the development of the silver economy through industrial policies is not only an important measure to protect and improve people's livelihood,but also an industrial promotion to cope with the many challenges facing China's economy.On the one hand,this article expounds the positive effects of the development of the silver economy in promoting the shaping of new advantages of the regional economy and cultivating new momentum on the supply side and demand side.On the other hand,it reveals the effective ways of developing the silver economy,including the role of coordinating market mechanisms and industrial policies,as well as demand guiding supply and supply creating demand.At last,it put forward the reform requirements for developing the silver economy from the perspective of strengthening inclusive guarantee and improving the institutional environment.
