效率损失测算:数字平台反垄断规制体系优化的有效工具

摘要
伴随着信息技术的高速迭代以及数据要素的加速聚集,双边市场结构、赢者通吃与优势锁定等特性使得数字平台企业的市场势力不断扩张,平台垄断态势渐显端倪.在充分肯定数字平台积极作用的同时,需要清醒认识并积极应对平台垄断行为产生的危害,尤其要重点关注效率损失问题.与传统行业相比,数字平台垄断效率损失层次更深、范围更广、隐蔽性更强.要适时将效率损失测度作为重要工具纳入现有反垄断规制体系中,以增强数字平台反垄断规制的科学性和有效性.在此基础上,遵循"以监管促规范、以规范促发展"的工作总基调,以效率损失测算作为数字平台反垄断的有效路径,构建起多元主体协同共治的数字平台反垄断规制新体系,营造稳定、健康、安全的数字生态体系.
Abstract
With the rapid iteration of information technology and the accelerated aggregation of data elements,the characteristics of bilateral market structure,winner-take-all and advantage lock-in have led to the continuous expansion of the market power of incumbent digital platform enterprises,and the platform monopoly situation is gradually emerging.While fully affirming the positive role of digital platforms,we need to clearly understand and actively respond to the harm caused by platform monopolistic behavior,especially focusing on the issue of efficiency loss.Compared with traditional industries,the loss of monopoly efficiency of digital platforms is deeper,wider,and more concealed.Efficiency loss measurement should be incorporated into the existing anti-monopoly regulatory system as an important tool in a timely manner to enhance the scientificity and effectiveness of anti-monopoly regulation on digital platforms.On this basis,following the general tone of"promoting regulation through supervision and promoting development through regulation",and taking efficiency loss measurement as an effective path for digital platform anti-monopoly,we can built a new system of digital platform anti-monopoly regulation with multi-subject coordination and co-governance,and create a stable,healthy and safe digital ecosystem.
