以新发展格局推动高水平区域合作——基于中国和拉美的区域国别视角

构建新发展格局,意味着要强化国内大循环的主导作用,以国际循环提升国内大循环效率和水平.鉴于国内国际双循环与区域合作存在着间接和直接的联系,区域合作将成为承接国际循环的重要支点,并为畅通国内国际双循环提供重要动能.基于需求、供给和全球价值链的结构视角,中国和拉美地区具有发展利益的汇合点.因此,以新发展格局推动中国与拉美地区高水平区域合作具有重要意义.鉴于区域合作与新发展格局的互动逻辑,中拉双方推动高水平区域合作具有必然性.其路径选择包括构建高水平的区域经济一体化,促进贸易投资便利;抓住共建"一带一路"的契机,促进国际产能合作;加强金融合作和创新,增添经贸合作发展活力;提升全要素生产率,提高经贸合作的质量和效率.
Abstract
Creating a new development pattern means strengthening the leading role of the domestic economy and enhancing the efficiency and level of the domestic e with the international economy.Given the indirect and direct links between the domestic economy,the international economy and regional cooperation,regional cooperation will become an important pivot point for taking over the international economy and provide important driving force to smooth the dual domestic and international economy flows.Based on the structural perspective of demand,supply and global value chain,China and Latin America have a convergence point of development interests.Therefore,it is of great significance to promote high-level regional cooperation between China and Latin America with a new development pattern.Given the interactive logic of regional cooperation and the new development pattern,it is inevitable for China and Latin America to promote high-level regional cooperation.The path options include building a high level regional economic integration to promote trade and investment facilitation;seizing the opportunity of jointly building the"Belt and Road"to promote international production capacity cooperation;strengthening financial cooperation and innovation to add vitality to the development of economic and trade cooperation;and enhancing total factor productivity to improve the quality and efficiency of economic and trade cooperation.
