摘要
大力发展未来产业,是引领科技进步、带动产业升级、培育新质生产力的战略选择.未来产业具有极强战略性、高度不确定性、强正外部性、系统协调性、长期演进性等显著特征,是产业政策最适合发挥作用的领域之一.未来产业的产业政策是一个动态过程的概念,由实体性产业政策内容与非实体性产业政策举措构成.培育发展未来产业的产业政策,经由前期研究、制定实施、绩效评估与优化调整等链式循环优化升级过程,基于政府部门与社会部门的持续接触与有效沟通,主要发挥三项功能,即持续发现信息、挖掘信息以不断降低未来产业发展的不确定性;政府部门与社会部门之间持续深入沟通,围绕政策实施强化不同主体的政策协调性,以形成推进未来产业发展的长期透明可预期政策环境;通过持续解决未来产业发展中政策有效实施的困难与问题,以不断提升产业政策的实施效能.为提升未来产业发展的产业政策有效性,发展未来产业的产业政策创新应基于持续的信息发现与挖掘以动态创新实体性政策内容,以政策有效落地的现实问题解决为导向来改革优化非实体性政策举措,持续增强实体性政策内容与非实体性政策举措的取向一致性,并强化与其他政策的协同衔接.
Abstract
Vigorously developing industries of the future is a strategic choice to lead scientific and technological progress,drive industrial upgrading,and cultivate new quality productive forces.The industries of the future are highly strategic,highly uncertain,strong positive externalities,system coordination,long-term evolution and other significant characteristics.They are one of the most suitable areas for industrial policy to play a role.This paper holds that the industrial policy of industries of the future is a concept of dynamic process,which is composed of substantive industrial policy content and non-substantive industrial policy measures.Industrial policies to the cultivate and develop industries of the future,through a chain cycle optimization and upgrading process such as preliminary research,formulation and implementation,performance evaluation and optimization and adjustment,and based on the continuous contact and effective communication between government departments and social departments,mainly play three functions,namely:continuously discovering information and mining information to continuously reduce the uncertainty of future industrial development;continuous and in-depth communication between government departments and social departments,strengthening policy coordination among different entities around policy implementation,so as to form a long-term transparent and predictable policy environment for promoting future industrial development;by continuously solving the difficulties and problems in the effective implementation of policies in the future industrial development,the implementation efficiency of industrial policies will be continuously improved.The paper proposes that in order to improve the effectiveness of industrial policies for future industrial development,industrial policy innovation for developing future industries should be based on continuous information discovery and mining,dynamic innovation of substantive policy content,and reform and optimization of non-substantive policy measures guided by the solution of practical problems for effective implementation of policies.And continue to enhance the consistency of substantive policy content and non-substantive policy measures,and strengthen coordination with other policies.
