摘要
从建立新中国到开启新时期,再到进入新时代,我们党始终从战略上思考权力监督问题、谋划纪检监察工作、反对消极腐败现象,不断健全党和国家监督体系,取得了一系列重要理论成果、实践成果、制度成果.新中国成立75年来,党和国家监督体系建设的历史演进大体上可以划分为三个阶段:一是社会主义革命和建设时期,我们党把握历史方位,紧紧围绕为人民执好政、掌好权,建立监督制约机制;二是改革开放和社会主义现代化建设新时期,我们党汲取历史教训,并紧密结合改革开放和发展社会主义市场经济的实践,健全和完善党和国家监督制度;三是中国特色社会主义新时代,我们党掌握历史主动,着眼于坚持和完善我国国家制度和治理体系,构建党统一领导、全面覆盖、权威高效的监督体系.从75年来党和国家监督体系建设历程中汲取经验启示,尤为重要的是聚焦加强对权力运行的制约和监督,不断增强党和国家监督体系的系统性、整体性、协同性,把监督制度优势更好转化为治理效能.
Abstract
From the establishment of the PRC to the reform and opening up and socialist modernization construction new period,and then to a new era of socialism with Chinese characteristics,the CPC has always thought strategically about the issue of power supervision,planned discipline inspection and supervision work,opposed negative and corrupt phenomena,and continuously improved the supervision system of the Party and the state,achieved a series of important theoretical,practical,and institutional achievements.For 75 years after the founding of the PRC,the historical evolution of the construction of the Party and state supervision system can be roughly divided into three stages.First,during the period of socialist revolution and construction,the CPC grasped the historical position,closely focused on governing and exercising power for the people,and established a supervision and restraint mechanism.Second,in the new period of reform and opening up and socialist modernization construction,the CPC has learned historical lessons,and closely combined with the practice of reform and opening up and the development of the socialist market economy,improved and perfected the Party and state supervision system.Third,in the new era of socialism with Chinese characteristics,the CPC has seizedthe history initiative,focusing on upholding and improving China's national system and governance system,and building a unified leadership of the CPC,comprehensive coverage,authoritative and efficient supervision system.Drawing lessons from the 75 years history of the construction of the Party and state supervision system,it is particularly important to focus on strengthening the constraints and supervision of power operation,continuously enhancing the systematic,holistic,and collaborative nature of the Party and state supervision system,and better transforming the advantages of the supervision system into governance effectiveness.
