企业科技创新驱动国家安全内容演化的时空逻辑研究

摘要
本文界定了国家活动系统,认为企业科技创新是国家活动工具创新的低成本途径,以此驱动整个国家活动系统的演化,促成国家活动在时空维度不断拓展,进而改变国家之间对物理和虚拟空间资源的获得与控制的相对优势.这不仅影响到军事、政治、外交等方面的传统安全内容,而且也创新出科技、信息、文化等非传统安全内容.为了实现总体国家安全观从大安全观的全面把握到新安全格局的重点突破的辩证发展,在国家活动工具的发展过程中要强化企业科技创新主体地位,支持我国头部科技企业创新,健全激励和风险分散机制,发挥金融制度和企业家资源对企业科技创新的重要作用.
Abstract
This article defines the national activity system and posits that enterprise technological innovation is alow-cost path for innovation in national activity tools,thereby driving the evolution of the entire national activity system,promoting the continuous expansion of national activities in the spatial and temporal dimensions,and thus changing the relative advantages of countries in obtaining and controlling physical and virtual space resources.This shift not only impacts traditional domains such as military,political,and diplomatic security but also introduces new dimensions of non-traditional security,including technological,informational,and cultural security.To achieve a dialectical progression from a comprehensive understanding of overall national security to targeted breakthroughs in the new security pattern,it is imperative to strengthen the leading role of enterprise-led technological innovation in the development of national activity tools.This involves supporting innovation within leading Chinese technology enterprises,enhancing incentive and risk diversification mechanisms,and leveraging the contributions of an financial system and entrepreneurial resources to foster technological innovation within enterprises.
