Research on Construction of Selection Index of Government-sponsored Study Abroad in Grade A Tertiary Hospital Based on Delphi Method and Analytic Hierarchy Process
Objectives This study aims to establish a selection index system suitable for government-sponsored study abroad to provide an effective reference for the selection of public hospital staff.Methods Through literature review,inductive analysis,and group discussion,the framework and index pool of the selection index system were preliminarily established.15 experts in relevant fields were selected to evaluate the importance of indicators using the Delphi method.The analytic hierarchy process was used to determine the index weight values and construct an index system for selecting hospitals for public service abroad.Results After two rounds of expert consultation,5 first-level indicators and 15 second-level indicators were determined.The first-level indicators,in order of weight,were the effect of going abroad on the unit's discipline development(0.2796),personal comprehensive quality(0.2510),scientific research ability(0.2140),discipline and visiting unit level(0.1421),and clinical business ability(0.1134).The top three weights of the secondary indicator combination were political and ideological quality and professional ethics(0.1380),representative scientific and technological achievements(0.1030),and the correlation between preliminary work foundation and study abroad(0.1008).The three secondary indicators with the lowest combined weights were the cumulative outpatient volume in the past 3 years(0.0217),the cumulative hospitalization volume or surgical volume in the past 3 years(0.0304),and the mastery of relevant experimental skills(0.0439).The index system was used to evaluate 10 people who went abroad.Spearman rank correlation analysis was conducted between the ranking of the scoring results,the ranking of the changes in the number of SCI papers published before and after going abroad,and the ranking of the changes in the volume of third-and fourth-level surgeries.There was a significant positive correlation between the selection index system ranking and the two learning effect rankings.Conclusions The selection index system for tertiary public hospitals to be sent abroad is scientific and reliable.When selecting overseas personnel,public hospitals need to pay more attention to the role of going abroad in the development of the unit,the overall quality of individuals based on personal political and ideological quality and ethics,and the level of scientific research capabilities reflected in representative scientific and technological achievements,so as to more scientifically assess the level of indicators for selection of overseas personnel.
