Construction and application research of water resources remote sensing satellite constellation
Satellite remote sensing is a critical component for constructing an integrated monitoring and perception system in digital twin water resources,encompassing"sky-space-earth-water-project".It serves as the primary pathway for"space-based"monitoring and perception and is a fundamental means for building the data foundation of digital twin platforms.Following the principles of"demand-driven,application-oriented,digitally empowered, and capability-enhancing",this study summarizes the current applications and achievements of satellite remote sensing technology in the water sector. The analysis reveals existing limitations, such as the need to expand satellite data resources, enhance the efficiency of integrated satellite data utilization, and address the insufficient number of satellites tailored to water resource demands. The concept and framework of a water resources remote sensing satellite constellation are proposed.Implementation paths are discussed across three segments—space, ground, and application—including satellite resource expansion, collaborative scheduling optimization, management system construction, business product production, and service capability enhancement. This research provides theoretical references and practical guidance for building such constellations.Promoting the widespread application of water resources remote sensing satellite constellations in water-related operations will improve real-time monitoring and early warning capabilities, enhance the efficiency of emergency response and collaborative operations, and foster data sharing and business collaboration in the water sector.
