Exploration of long-term construction and management models for agricultural irrigation well metering and monitoring——taking Hebei Province as an example
To establish a comprehensive water resource metering and monitoring system and overcome the challenges of measuring water usage across numerous agricultural irrigation wells,Hebei Province has actively explored and implemented construction plans and management models tailored to the metering and monitoring of agricultural irrigation wells,aligned with rigid water resource constraints.From three perspectives of top-level design,typical construction models,and technological innovation,this study summarizes Hebei's practical exploration efforts.In terms of top-level design,long-term construction goals and key tasks for an agricultural water metering system were developed,focusing on the overall approach of"achieving'water metering by electricity'in the short term and gradually expanding the monitoring scope".Four typical long-term construction and management models were proposed,namely,"water metering by electricity",metering services,combined electricity and water metering,and water control by electricity.Technological innovations include the development of an integrated pump-pipe ultrasonic flowmeter,a water-electricity integration terminal for agricultural irrigation wells,and a water intake metering and monitoring platform.These efforts have resulted in a replicable and applicable construction plan for a sustainable agricultural irrigation well metering and control system,establishing a long-term management mechanism.
