Discussion on the standardization construction for rural drinking water safety in counties
To accelerate the high-quality development of rural water supply,consolidate and enhance rural drinking water safety achievements,and support comprehensive rural revitalization,the General Office of the Ministry of Water Resources issued the"Notice on Implementing Work of Standardization Construction for Rural Drinking Water Safety in Counties"in 2024,which calls for county-level institutional and mechanism innovations,a phased approach to rural drinking water safety standardization,and defines overall requirements,construction standards,necessary conditions and procedural requirements,and safeguarding measures.This study provides a detailed analysis of the essential conditions,4 construction standards,and 15 specific indicators outlined in the standardization framework.The indicators are categorized into stable and dynamic types based on their attributes,with a systematic examination of key influencing factors.The study highlights priority areas such as strengthening water quality assurance,improving the engineering system,and advancing digitization,in order to achieve"three transformations"and high-quality development of rural water supply.The standardization of rural drinking water safety in counties is a long-term and systematic process that should not be driven by temporary or phased achievement of construction standards.Instead,continuous optimization of infrastructure planning,water quality security measures,and operational management is essential to ensure a stable and safe water supply.
