The purpose of this paper is to accurately and objectively evaluate the living level of the land-lost farmers by establishing a evaluation system. Methods employed include Delphi method, AHP, comparative analysis and empirical analysis. The result shows that an evaluation system targeted on the living level of land-lost farmers was successfully established. The system was developed through several methods based on the maslow's theory of Needs Chromatography. It was further applied to assess the living level of the land-lost farmers in Changtu, Liaoning province. It showed that 83% land-lost farmers were improved regarding their living levels; however the living level of the other part was unchanged or degraded. Conclusion of the paper is that the assessment system can accurately assess change of the living level of the land-lost farmers.
