Territorial Space Governance Towards Chinese Path to Modernization:From Theoretical Logic to Implementation Solutions
The purpose of this study is to elucidate the new requirements and theoretical logic of territorial space governance(TSG)towards Chinese path to modernization(CPM),and to explore the solutions for promoting the modernization of TSG aligned with China's national conditions.The research methods of theoretical analysis,inductive deduction and logical reasoning are applied.The results indicate that:1)adhering to the core point and connotative attributes of CPM,it is imperative for TSG to amplify its significance in achieving harmony between human-land,promoting fairness and balance,manifesting unique features,fostering green and efficiency,and ensuring stability and security.2)Five theoretical logics existing between CPM and TSG are generalized and elaborated,including system coordination,synergistic symbiosis,deductive interaction,moderately matched regulation,and inclusive common and differentiation.3)Owing to the disparities of inter-region and urban-rural(macro-view),the competitions of inter-industry and different land types(middle-view),and the games of inter-sector and inter-participants(micro-view),the current TSG still has a large gap in the implementation of CPM's requirements.4)Solutions for the modernization of TSG aligned with China's national conditions are proposed by following planning guidance,use control,and practical actions.These solutions include regional coordination and urban-rural integration,moderately matched regulation and differential control,as well as dedicated governance integrated with cooperation and shared benefits.In conclusion,TSG consistently runs through all aspects and links of CPM.Therefore,rethinking the solutions of TSG from CPM's epochal characteristics and logical level could expand the TSG with Chinese characteristics,to provide the effective references for not only connotation and denotation but also theories and practices.
