Detailed Planning of Rural Territorial Space from the Perspective of Spatial Governance:Logic Remodeling,System Deconstruction and Strategic Conception
The purpose of this study is to systematically review the practical difficulties of spatial planning in rural areas from the perspective of spatial governance,to clarify the governance ideas of logic,rationality,efficiency and fairness in planning transformation in the new era,and to propose specific forms and strategic concepts of detailed territorial space planning in rural areas,to provide scientific basis for enriching the underlying logic of territorial space management and control.The research methods are theoretical analysis and inductive deduction.The research results show that:1)detailed territorial space planning in rural areas serves the needs of spatial governance in the new era,is the requirement of the times to reshape the spatial planning system,and is also an important starting point for the modernization of rural governance.2)Under the background of multiple planning,various planning in rural areas encounter problems,such as chaotic governance logic,disconnection between planning and practice,which is not conducive to the overall planning of all factors in rural space.3)Under the requirement of"integration of multiple plans",the detailed territorial space planning in rural areas has undergone fundamental changes in terms of role positioning,value objectives,planning ideas and control perspectives,etc.It is necessary to promote rational spatial governance,efficient resource allocation and equal rights and interests of subjects.In conclusion,the detailed territorial space planning in rural areas should pay attention to the interactive integration of planning rationality and practical rationality,the combination of comprehensive control and unit fine governance,the improvement of the planning transmission system of multi-planning and two-way combination,the connection of planning system and land property rights,the construction of an equal participation mechanism of multiple subjects,to refine the management of rural space and optimize the reconstruction of rural pattern.
