Exploring the Improvement Path of Territorial Space Use Regulation System for Governance Transformation
The purposes of this study are to clarify the transformation logic of territorial space use regulation(TSUR),and to explore the improvement path of TSUR system.The research methods include literature review and comprehensive analysis.The research results show that the TSUR belongs to an innovative model of localized spatial regulation,which is a transformation practice of spatial governance guided by new values and governance needs.The governance goal of TSUR is to achieve systematic,incentivizing and efficient regulation.The governance logic of TSUR is to embed the small loop of TSUR into the large loop of spatial governance,achieving the linkage between the internal governance of the Ministry of Natural Resources and the multi departmental governance with the Ministry of Natural Resources as the core.In the future,we should improve the system from the aspects of building a TUSR system for the whole area,all elements and whole process,optimizing the"three lines"delineation and regulation rules for system governance,standardizing and innovating the policy system for land use,establishing a multi departmental power coordination mechanism and improving interest adjustment mechanism of TSUR,etc.In conclusion,the TSUR involves multidiscipline and requires the connection of theory and practice.Future research should strengthen theoretical synthesis to support top-level design,pay attention to regional differences to encourage local innovation,and respect the interests of the main body to improve regulatory effectiveness.
