High-quality Territorial Space Governance of Metropolitan Areas from the Perspective of Regional Integrated Spatial Division-cooperation
The purpose of this paper is to propose and explain the governance logic connections and practical approaches of regional integrated functional division and cooperation of territorial space in metropolitan areas,to provide a reference for the practice of territorial space governance in metropolitan areas.The research methods of theoretical analysis and case generalization are applied.The research results show that the functional division of space in metropolitan area can establish the basic spatial pattern of development and protection,and realize spatial development and categorized management that is tailored to local conditions and complementary to each other's strengths.Cross-borde spatial cooperation is a means of realizing the division of territorial spatial functions that maximizes ecological and economic benefits.Neighboring and non-neighboring cross-borde spatial cooperations include complementary,connected,and shared types,which can solve the problem of uneven local interests caused by division of labor and the disconnection of adjacent areas caused by administrative division.The process of cross-border spatial cooperation often faces two typical obstacles,i.e.,adverse selection caused by information asymmetry among cooperation members and manifested in the incoherence of spatial planning,and moral hazards caused by the unequal cost-benefit of cooperation among regions and manifested in refusing cooperation.The obstacles to cooperation should be overcome through the opening of information channels,the organization of interest negotiation,and the coordination of the higher level governments.In conclusion,the essence of the spatial governance of metropolitan area lies in the spatial division and cooperation.The spatial division is the scientific basis for cooperation,and cooperation is the means to realize the spatial division.Cost-sharing and benefit-sharing are the target criteria for cooperation,and information communication,benefit negotiation and top-down coordination are the driving forces for balancing costs and benefits among regions and promoting successful cooperation.
