Deviation Risks,Formation Mechanism and Avoidance System of Cultivated Land"In and Out Balance"Policy
The purpose of this study is to objectively understand the sources and formation mechanisms of deviation risks in cultivated land"in and out balance"policy,to provide theoretical reference for improving the policy in controlling the use of cultivated land in the new era and ensuring national food security.The research methods include theoretical analysis and inductive and deduction.The results show that:1)this study identifies four main risk deviations in the implementation of cultivated land"in and out balance"policy,namely organizational conflicts deviation,safeguard deviation,interest deviation and regulatory deviation.2)The main risk sources for policy implementation deviation are land use conflicts and unclear responsibilities,dual constraints of funding and technology,conflicts of interests among multiple stakeholders,and insufficient negative incentives for off-farm behaviors.3)A logical framework of"institutional environment-different interests-implementation deviation"is proposed to explain the intrinsic mechanism of policy deviation risks in cultivated land"in and out balance"policy.4)Optimizing the implementation path of cultivated land"in and out balance"policy requires the support of positive driving forces,such as planning management,financial and technological assistance,equal interest distribution and scientific early-warning mechanisms.In conclusion,as an immature land protection policy,cultivated land"in and out balance"policy should pay attention to policy deviation risks during its implementation period,and should try to explore policy optimization paths through interdisciplinary perspectives actively.
